I think he was using a drug to cut weight in addition to deca (the steroid he was using).
I don't know if I'd call Testosterone "perfectly safe" because they have tested individuals that currently use steroids but good longitudinal studies haven't been done.
Asked anybody what the results of constant collisions on the football field would cause to the mental heal of NFL athletes and they would of told you nothing. Now we're finding that a career on the gridiron has been causing major issues for some of the those athletes.
In this case...steroids...it's a risk all athlete's would be taking. In an ultra-competitive sports it could be the difference between making the team and getting...every athlete would be taking steroids and the ramifications of synthetically increasing testosterone in the body would take time to gauge.
I guess I'm not as quick to believe that increasing anything to the body over the long term is good for you. I'm hesitant without a lot of data to say "yup....steroids are fine, go ahead and make athlete's using them so that I can watch unnatural beasts slam in to each other while I drink my beer and eat my wings".
I think that's a conservative and well reasoned position. You won't get any argument from me.
