Because it was during that time they were in bed with Russia. When Trump was running and then elected, Russia was a convenient scapegoat. Priorities change.

Because the Obama administration was in the best interests of Russia at the time. When they were thrown under the bus, ( Russia, Russia, Russia! ) it made sense to invade Ukraine when an invalid was running the country.
