And you can get a CCW in CA. but not easily granted because they are only issued by a CA. county sheriff to residents of a county, or by a chief of police to residents of a city.

Well I do know Sean Penn has a carry permit since he started Marxist Hugo Chavez's fan club in the USA. But for ordinary sane California it's nearly impossible. This, of course, makes a mockery of the right to keep and bear arms but you already knew that, didn't you?
