Two things can be true.
A person can be a gross pig who does morally questionable things that should be brought to light because he is the President of the United States.
Those things may not have broken a law.

The Congress Critters who have tied their political reputations to his reputation (or what passes for one) do. If Trump starts sinking, so do they. And with an upcoming Midterm election, one that could determine whether Trump stays in office for a full term or faces a possible successful impeachment.....
 
Of course he is in the files. He and Epstein were close friends. The question is not whether Trump is in the files, because duh, but what the files says about him.
