Yes, the American communities in Mexico are safe. Deals have been made with the local Mexican power structure and the jefes are profiting off the community.

Rich and powerful people in Mexico can send you to prison without a trial. It's that way pretty much all over Latin America.

Don't cause trouble, if you move there.

Mexico City is safer than the vast majority of American cities. It is hardly an "America community".
 
My dream is to live in the "Conch Republic." If I had to choose somewhere outside of the US it would be Bermuda. Gates Bay, preferably.
 
Probably New Zealand. South of France or Portugal would also be nice but I don't speak Portuguese and only a little bit of French. My wife was fluent in French and get back to full fluency quickly.

Having been to New Zealand a few times (Christchurch twice and Auckland three times) I can tell you its very nice country even if there are more sheep than people.
Speaking french won't help you much in Portugal. You can get along with English as most merchants speak English. Common folks not so much as is true in most of Europe.
Portugal is a very nice country even if it seem a bit backward compared to Spain. The Portuguese coastal area is quite quaint and old fashion...strictly old world. The south of France is very, very expensive as that is where the rich and famous live.
