If a nation can take out the elctricity for an enemy it won't need to bother fighting. If the UK could cut power to a few major US cities for a few weeks it would be chaos as you'll be busy sending in people to help the millions who need to be evacuated.

Any sufficiently advanced country can overcome that relatively quickly. We saw that with Stuxnet. To have the effect you want you’ll need to cause physical damage on a massive scale. That’s what an EMP does.

Missiles have their own power systems independent of the civilian power grid. No amount of attacks on electrical systems (kinetic or cyber) will stop the firing of missiles.
