Why Don't The Same People Who Make The Laws Enforce Them?

Then the PD would be allowed to kill people for littering, if the head of the PD decides to enforce the no littering law that way.

You are taking your false equivalency past the point of equivalency. In your analogy, the local pd does not have that level of sovereignty.
