Why don't rural people's report corruption to the state or the feds?

Every now and then we here reports of a PD sucking up the towns wealth, or a crazy militia standing by the voting ballot, undocumented immigrants treated poorly there

Probably because it is the State and the feds who are corrupt.

Because if they do blow the whistle calling in outside law enforcement, the issue w/ the local law enforcement won't be resolved before the whistleblower faces repercussions from the local law enforcement personnel et al.

What was your guess?

Perhaps they do, but maybe their reports were as poorly written as your post.
