One of the most contentious rules is the Environmental Protection Agency rules to limit greenhouse gas emissions from new and existing power plants. According to the agenda, these rules will be finalized in 2015.
They have been criticized by Republicans and the coal industry for accelerating the demise of coal-fired power and for setting the stage for increases in electricity prices. Republicans, who are set to take control of the Senate next year, have vowed to fight EPA regulations.

But probably the most fought-over rules to be finalized by the EPA next year will be its redefining of the “Waters of the United States” under the Clean Water Act. The EPA will issue its redefinition next year, according to the agenda.
Federal lawmakers from both parties, along with companies from virtually every sector of the economy, have opposed the rule, saying it greatly expands the EPA’s power to regulate even small bodies of water on private property.

I agree that the Obama adminstration is not transparent, but i would say this is not an example of that. You say that they hope you wont pay attention to this, that is not a problem of transparency, that is the problem of people simply being lazy...
It is not a very nice way to do politics and does not make people trust the man. But he cannot be reelected. So why should he care?

Interesting, how did the Daily Caller get a hold of the report then?The problem of transparency is in the timing that they choose to release information about what they do..
A "revolt"? :roll:.Why else would they release this right before holidays? I'll tell you, because if they were to make known what they are doing there would be revolt!
Obama has to reduce coal consumption in the US because he has such a cozy "climate change" deal worked out with the Chinese where they'll get to use all the dirty US coal they want for the next 16 years while you freeze in the dark or fore go food in exchange for heat and light. Besides, the Chinese will pay top dollar for that good old American coal too.
And Obama will bask in the glory bestowed on him by the low information voters, referred to affectionately as stupid by their Democrat masters, who think Obama is the environment President.

If the problem were people simply being lazy, there would be no need for these shenanigans. A lazy populace wouldn't read or care about these regulations regardless of when they were released. This administration purposefully releases this information at this time knowing that most people will have a lot of other things on their mind (travel, family, vacation plans, etc.) that will pull their attention away from these releases. That isn't preying on peoples' laziness, that is playing on peoples' business.
I just wonder how I am going to afford my $500. electric bill, and my $6 loaf of bread on wages driven down by the newly ordained sort of citizens flooding the market that doesn't have enough jobs for everyone now?

If the population was so lazy, why would the administration even need to only release information in giant packets and only at times that are personally inconvenient for the populace?
We are never going to learn it seems. The more we appeal to government to fix some problem the more we are disappointed with the results. And now we need all these new regulations? Absurd.
