I suspect Ohio is like many states that went for Trump in that his highest level of support, and conversely, the hatred for Biden is highest in the rural counties who most need help. it's just like with Obamacare. When polled their like for it and changed it from Obamacare to the official name ACA, they responded negatively to Obamacare but positively to ACA. And many people like the ACA as it provided affordable nsurance to millions of people, one that actually covers things unlike the cheap, high deductible, not really insurance many people may have had as their only option.
