When the Democrats did it.

The Senate failed to end the Democratic filibuster of Estrada. Any opposing party will fight the President's nomination. But the melodramatic version in your article makes for better TV and phony outrage...and is better reading.

This would only be a contradiction if it could be proven that if the republicans were in the majority-they wouldn't do this to Obama's nominee just for the sake of doing so. Anyone disagree?
