What to do with failed states?

I don't believe technology is a bad thing. Rather that tribalism is an antiquated system of governance drowning in the tidal wave of modernism. Like I said up above, tribalism works, but only as a closed system which is virtually impossible in the new millennium.

Somalia needs the clan leaders to rule them again but that cannot occur with weakened tribal loyalties.

What to do about piracy is simple:

Hang pirates.

Arm merchant vessels to the point where they can fend off machine gun toting motorboats, and hang survivors, if any, after a trial in a maritime court determines their guilt. And do it quickly. None of this nonsense about how they're 'starving', or 'he's just a boy, have mercy!'. Hang pirates, hang them high, and hang them damn quick.

What to do about Afghanistan is simple:

Plan on being there for a minimum of twenty years rebuilding the country and educating the people in true freedom and democracy.

What do do about Somalia is equally simple:

If the people in that land refuse to stop exporting anarchy to the rest of the world, the rest of the world will have to come in and impose government on them. That will mean more blood, but it's what will probably have to be done, if they themselves insist on being the world's poster child for the realities of true anarchy.

Don't ask who or how, but that's what will have to be done.

The alternative is an engineered virus that will empty the land but lose it's virulence before it can spread too far outside Somalia. Culling the litter is occasionally necessary.
