What to do to replace NIL and enforce singed contracts by participants

NIL is leading to programs more interested in raising cash and buying players in all sports. I believe that the NCAA should go to the courts and ask to change the NIL to a pay to play system where every player in every sport is paid a monthly income fixed by the NCAA and the courts.
The other problem is the transfer portal. Players who come to a team through the portal often sign multiple year contracts but will still eave prior to the expiration of such contract. In any other world the player would be sued for violation of the contract, and I think it is time that the courts and the NCAA enforce the contracts and either the player sits out the time until his contract expires or plays for the team that holds the contract.
 
I think that college athletes who help make money for the college should get a stipend. Nothing huge, but enough to help them with some expenses that aren't already covered, especially if they are not on scholarship. And if a particular athlete is exceptional enough, they should be able to cash in on their notoriety in the form of endorsements. But that should be the limit in my opinion.

With the ‘salary’ amount(s) to be based on what?

There are other ‘complications’ such as if (when?) the college changes coaches, acquires/loses other players or moves to another conference.
