Of course they should have. I wish every invading nation would withdraw their troops, or better yet not invade in the first place. But we have to deal with the reality we have, not the one we wish that we had.

Ukraine cannot join NATO if they have an ongoing border dispute with Russian. The fastest way to resolve that border dispute is to cede the Russian occupied territories. Then Ukraine can join NATO.

There is only a border dispute so long as Russia occupies Ukraine. You do understand what withdrawal means, yes?
