By our modern standards, some of which you have quoted, absolutely yes. Genocide and ethic cleansing were a policy of the European governments that ruled the colonies before the foundation of the US and a policy of the US government thereafter.I want to see DP's opinion. Note that I am talking about the entirety of the Americas, not just the United States.
