You're confused. Recounts, investigations by county and state officials, federal investigations by the DoJ, private investigations conducted by Trump and the AZ GOP, Trump's 61 lawsuits - these are all civil actions. Anyone can investigate.

Criminal voter fraud was investigated and about a dozen arrests made, which is typical.

If you bring a civil suit, it's up to you to prove your case. Trump's investigations provided no evidence. Indeed, his lawyers were chastised by the judge in AZ for submitting anonymous internet "affidavits" which were filled with lies and spam.
