The aspect that Obama demanded was justified by his constitutional obligation to defend against foreign influence. He demanded that the report reflected what we know that Russia did and what it tried to do. His demand was that they be more explicit, articulate the problem, and clarify the reason why this is a threat. Three years later Mueller echoed the warning much more convincingly.
The people deserve to know and Obama told Americans the truth.
