Now let's see if we can find evidence the quote is misleading/or false or find evidence the quote is true and/or accurate.
1. Do Minneapolis residents supporting the defunding and disbanding of the American police prefer MCP (Muslim Community Patrol) security officers be installed in their place? I'm going to assume yes, there are at least 2, if not thousands of Minnesotans who favor just that.
Do MCP patrols really exist in NYC? Yes.

Muslim Community Patrols have no legal authority and do not “enforce fundamentals of the Sharia”. The organization serves to benefit all members of their community regardless of their faith, much like another local community organization, the Shomrim Society.
