History has shown that there is a need. In fact, there have been eight Vice-Presidents who took over after the death of a seated President.
1. John Tyler for William Henry Harrison
2. Millard Filmore for Zachary Taylor
3. Andrew Johnson for Abraham Lincoln
4. Chester A. Arthur for James Garfield
5. Theodore Roosevelt for William McKinley
6. Calvin Coolidge for Warren G. Harding
7. Harry Truman for Franklin D. Roosevelt
8. Lyndon Johnson for John F. Kennedy
As for the need, aside from being the replacement in the event of the death of the President? The only real duty of the VP is to preside over the Senate with the power to break a tie vote with his own. Otherwise, he has no duties other than any delegated at the direction of the President.

Which country are you talking about. Many countries in Africa with VPs and it varies alot whether they are important or not.
