But from the pictures and the data they have already, as well as the ability to detect things like radiation coming from the sites from a distance he is able to assess to some extent. Section C entitled: JCPOA Verification and Monitoring Activities, paragraph 7 states the following;

The situation was exacerbated in June 2022 by Iran’s decision to remove all of the Agency’s JCPOA‑related surveillance and monitoring equipment. As a result of not having been able to performJCPOA-related verification and monitoring activities for more than four years, the Agency has lost continuity of knowledge in relation to the production and current inventory of centrifuges, rotors and bellows, heavy water, and UOC, which it will not be possible to restore.

Which means that, practically speaking, the IAEA doesn't know how many centrifuges Iran has stockpiled or even where they are all located. Iran could use any centrifuges it has in storage to replace those that may have been destroyed. Or set up new centrifuge facilities. In addition to what Iran already has, it can make more of them. Iran constructed a giant underground facility near Natanz under Pickaxe Mountain. We didn't strike that facility. There is also a third site for enrichment, the location of which is unknown. The IAEA also believes that at least some of the enriched uranium had been moved before the strike. The location, or locations, of that 60% enriched uranium are unknown. In short, there's an awful lot that Grossi and IAEA don't know about Iran's nuclear program at this point.
