I don't see the lie, please point it out. If you are supposedly enforcing existing rules, you are demanding something. In this instance, you are enforcing some supposed rule that truck driver must understand English. Therefore, you are "demanding" they speak English.

imo, it is a worthless EO. There already exists a requirement for CDL operators to have basic English skills. States issue CDL's, not the Feds.

Thanks for the info. I figured some kind of basic understanding is in fact needed, if there is an emergency or whatever there has to be able to be some kind of communication.

But I appreciate that sort of thing being done at the state level.

I think Trump and America would be better served if Trump first declared English, the language of our former colonial overseers, American in an EO before mandating all drivers speak American in another EO.

I can see why truck drivers would need a CDL. Same as a doctor or lawyer or electrician needs a license. If the person is qualified, and the employer is satisfied, that's it.

Or, how about if the driver's route takes into Spanish speaking neighborhoods with Spanish speaking customers. Can the business owner hire only drivers that speak English and Spanish? Is that okay?
