Who invited him to give that commencment address?

Potus/Commander in Chief simply notifies a government armed service academy that he will be visiting and when, why. It is the same as the Potus/C'nC deciding to visit any military base in the USA or abroad. The academies are USG military reservations. All cadets at all academies are subject to the UCMJ and upholding the Cadet Oath to the Academy and the Constitution.

Cadets at USMA receive a monthly base pay that is 35% of a second LT who has fewer than two years service. This is $1,150 a month or "more than $10,000 a year." In addition, cadets receive a monthly "stipend" of $200 to $550 monthly depending on which year you are in. Each cadet pays federal and state withholding taxes, social security deductions, and Servicemen's Group Life Insurance. Freshmen "Plebe" cadets receive a $9,500 pay advance to help cover initial expenses, which is repaid in monthly installments.

Upper class cadets at WP meaning junior and senior year cadets who are called officer candidates can qualify for the summer CDLT program which assigns the upperclass officer candidate who's no longer a "cadet" to a regular Army unit as a "3rd Lieutenant" to take charge of a regular Army platoon on a regular active duty military base.

It's also the case -- and all veterans should sit down and swig a shot of bourbon for this breathtaking shocker but true fact -- military cadets at the Government Military Academies and in college ROTC programs outrank all enlisted personnel. Military cadets outrank all sergeants and naval petty officers. Indeed, military ranks are about pay grade and not command. It's always the position and title such as "platoon leader" that rules and not necessarily the rank/pay grade. This is about NCO not generals and admirals.

In the military chain of command a military cadet is subordinate to a Warrant Officer but superior to any and all NCO sergeants / naval services petty officers. I point out this is not my rule about NCOs, it is the rule of the armed forces in their regulations. I am not making this up against NCOs. I do not hate NCOs. These are facts and nothing but.
