I'm not sure anything compares to Alcatraz. Do you have examples?The UK has many Victorian era prisons that have been kept in use but are now being shut down and they're palaces compared to Alcatraz.
The only reason to suggest using it is to make sure conditions are as grim as humanly possible and I see now way that will help rehabilitate anyone.
You also can't keep people in it long term as it will be disease infested and even the staff will have conditions so bad depression will be rampant and staff turnover will be huge.
Would anyone here like to work at Alcatraz?
The defining attribute of Alcatraz was it's location - making it difficult to escape, as well as access. That also made it difficult to manage, and susceptible to the weather. Not so much that people there were 'tortured'. Modern electronics makes it easier to do monitoring - as well as communicating. Even the bay isn't the same obstacle it used to be with cell phones and GPS.
