This was part of a redecoration of the Oval Office upon his inauguration. The bust had been returned to the Oval Office by President Donald Trump in 2017, after being previously removed by President Barack Obama in 2009.
A cast of a bust of Winston Churchill, sculpted by
Sir Jacob Epstein, was donated to the White House in 1965 by a group of American wartime friends of Churchill, including
W. Averell Harriman. This particular bust was then displayed in the White House residence, outside the Treaty Room, for many years. While President Obama did move this bust to make room for a bust of Martin Luther King Jr. in the Oval Office, it was not removed from the White House entirely. George W. Bush, was displayed in the Oval Office during Bush's presidency. This second bust was returned to the British government at the end of Bush's term.
It is up to the current President to select the artwork in the Oval.
