Trump issues 90 day pause on some tariffs

I see you think it takes a week or so to get a fabrication plant up and running. I'd do a little more research before making such a comment.
Um, those were put in place 7 years ago.

I'm not even expecting a fab for the GPU (I don't think any VC mfg "fabs" its own chips), I'm talking about just assembling it here.

I agree allies putting economic pressure on China at the same time would be even more effective.
but that is extremely difficult to do without a multi-lateral agreement.. Individual players tend to
wander off and try to better their own position, instead of a concerted group effort without a multi-lateral agreement

Especially when every other country is looking at the US as the one to be worried about. It is more likely that there will be a multi-lateral agreement forged against the US not China.
 
Because their tariffs are incredibly small (the EU tariffs average to 1%) or only kick in after quotas (like Canada).
Germany has a VAT of 19% on imports. I imagine much of the EU is the same.
I cant see any difference between a VAT on imports or a tariff on imports

that's really hard to say. I heard some talk of western Pacific nations banding together to counter US tariffs, but i never saw anything like that happen. But you bring up a good reason why the US needs to stress negotiated trade agreements. Trump 45 was big on them
( multilateral or bilateral).. Trump 47 seems to have gotten stars in his eyes over just tariffs

VAT is paid on all purchases by consumers, including domestically produced, not just American goods.

My bad, didn't see the 2018 part. Off the top of my head, A lot of the chips are made in Taiwan.

19% "import vat" is instead of the "regular vat" of 19% that would have been charged for local German production. It's designed to make VAT the SAME whether a product is imported or locally made.
