ISIS was founded out the Iraqi insurgency, which filled the void left by a toppled Iraqi government and disbanded military. Many of the early ISIS officers were former (now unemployed) Iraqi officers that were discharged by the US occupation government.

ISIS was created and grew as an outcropping of the 2003 invasion. One could argue, however, that it was left for dead and substantially neutralized under the Bush administration, but found life after the US forces left Iraq.

The US has been supplying Military Hardware, and financing their regional/local opposition of choice to the Region since before GWB's time, and continues to do so both covertly and overtly.
Also, There was that 'battle' in Iraq where the Iraqi Amry turned and ran, leaving gifted US Military Hardware for ISIS to grab, inc. Abrahams Tanks, etc....IIRC, over $656 million worth overall, that we know of!!!

I agree w/ you on Trump, he really hasn't said much definitively on FP, or anything else. Mostly he's insinuating, talking in half-finished phrases, etc.
OTOH, HRC blamed Assad for ALL in her last debate, saying, "Syria was the root of all problems in the Region'...and "Assad and the Iraqi PM are responsible for pitting Sunni vs Shia...."
She was either lying, or was simply clueless.
