Defying federal laws falls under the explicit definition of insurrection in the Code cited.

They're rioting against the established laws of the nation and so can be put down just like Washington's Whiskey Rebellion.

States don't get to be "generous" in ways that contravene federal law, and in any case, it's more likely that California just wants more bodies in the state (since they're driving away a lot of individuals and companies with their ineptitude and insane policies) to keep up their representation numbers for Congressional purposes.

Trump is supporting ICE as he should when criminals start destroying government property. Trump put the proper security in place as needed unlike the failures by security at Jan 6th. We saw first hand how that turned out. Just ask Pelosi who said "Why weren't the national guard there to begin with. You don't wait until after they have breached the capitol" This time Trump took charge instead of waiting for the the failures of the security present to fail again.
