I have zero idea why you would believe lawfare only pertains to people running for office but thank you for that laugh. Lawfare is simply using the legal system in a weaponized fashion. Nobody needs to be running for office. In the case of Comey and Brennan the Trump administration is looking to cause them legal problems as retaliation for the Russia probe.
