Operative words here in this workplace definition are "a colleague".

School board meetings are citizens voicing their concerns and speaking out to government officials which is what America is about. Dont forget democrats saying " get in their face" .

Both your example and your quoted example are examples of threats. Per the legal definition I gave, you will notice that it references context.
