If poll taxes were legal, and the government made it so you had to pay $100 in order to cast a ballot in an election, would you consider that to be an infringement on your right to vote?

the government does not manufacture or distribute them. They are made in private companies. And you can own one made after 1986. You just have to become a dealer.
