This does a good job of explaining how we got here. I just wish it wasn't in a cartoon format, because the people who should listen to it, won't take it seriously.

I did find this article which states that Trump hasn't commented publicly about the attack. Other sources are saying the same thing.
Trump reportedly wasn't informed in advance about Ukraine's drone strike on Russian bombers
The White House was not notified about the plans, which were being prepared for a year and a half, Axios reported, citing a Ukrainian security official. CBS News' sources in the Trump administration also confirmed that the Trump administration was not informed.
