Neither major party has had a genuine 'small govt' or states 'rights' faction within it, with any real power to dominate at the national level since Barry Goldwater. Reagan was the last libertarian 'whisperer' because he certainly said the right things and attracted the following, but virtually no members of his cabinet were philosophically consistent to the principle. 'Small govt' became about turning specific agencies who's agenda was seen as economically progressive ( helping the poor or unions or minorities) or anti business ( business regulatory agencies) into shells through budget cuts, and raising the profile of other agencies, who's profile was seen as pro defense and pro weapons industry, or pro corporate or pro agri-business including subsidies for agri-business, loan subsidies and cash grants for small or large businesses seeking federal assistance or support through programs or tax breaks.

There is a difference between being for 'small govt' and being for 'small federal govt', and being for a small federal footprint depending on whether we are putting our weight on the left foot, or the right one.
