In order to be an immigrant the place you go to must be previously governed, (a country). While the native Americans inhabited this land, they did not govern it. In fact, they did not even claim ownership of it. Therefore the first people to come from Europe were settlers not immigrants.

You do not understand the difference between settlers and immigrants. To be an immigrant you must immigrate to a country. No country existed here when the first settlers arrived. There were other settlers living here who came from Siberia, but no existing established country.
