1) Registration is different from a background check.
2) Background check is required on the sale of ALL firearms from an FFL. Not just pistols.

It is recorded in the FFL’s A&D (Acquisitions and Dispositions) record. When an FFL goes out of business, A&D books are transferred to the ATF.

The problem is there are a lot of places with a lot of guns which have a very low violent crime rate. For example, in the state of Wyoming, 66% of the adult population owns at least one gun, yet WY has a very low homicide rate.
