Because you are assuming that registration is the same as a background check. It is not. An FFL does a background check and is given the go-ahead to sell the gun. That is not. The gun is not “registered”. There are no records associating which gun with which background check. In fact, I can by multiple firearms on a single 4473.

To purchase a firearm from a dealer you need to pass a background check and answer truthfully on an ATF 4473 form.
