It’s not that, (conspiracy) but grant RFPs and funding. Imagine the government offered a new tax credit on say the purchase of a car made in the USA, would the people who took advantage of the new credit be conspiracy with each other?
The answer is of course “no”, they are all just doing something that benefits themselves.
