Clearly there's been some breakthrough in making reactors run quiet. But also, so many countries having satellites to track submarines has made long missions below the surface more compelling. Ironically it could be civilian satellites capable of seeing blooms of CO2 that have ultimately tipped the balance.

Australia has a lot of money to spend and I wouldn't be surprised if the submarines they end up with are nuclear-weapon capable. They put effort into regional alliances, because they have to. A military alliance between China and Indonesia, or between China and Malaysia, would pose far more threat than just China alone.
