Now you are being silly. The Congress was quite happy to defund all of it as part of the shutdown. Then everytime they felt political heat from their base they would come up with a bill to fund this or that. It was a prime example of them trying to get out of the kitchen.
You don't have to close open monuments and parks due to a government shutdown as they don't require staff 24/7. Also you definitely don't have to close private businesses or parking lots. Yet you say I am the one being silly? You are too far gone.
