Abusing people who are incarcerated only prevents any effective form of rehabilitation when they are returned to society.

Then fix the problem. Why is this difficult? Paying them a living wage is 100x cheaper than going back to prison, after a trial and the investigation of the crime, plus victims services. Its cheaper to send prisoners to a public college with room and board than the cost of incarceration.
