My prediction was, when you and most everyone else waS saying Putin would attack Ukraine, that Putin would indeed attack and that he would not lose. That he would use tactical nukes if that is what it took.

The radioactive debris from a tactical nuke would float over China because of the upper level winds. Beijing would not tolerate that without a equal response.

Putin has to know that a cruise missile, nuclear or otherwise, from a USN ship in the Mediterranean or the gulf would be an immediate response, possibly at Moscow. He has to know that there will be a significant response to any use of a tactical nuke in Ukraine. If he attacks Poland because of western military supplies being routed through there, all bets are off.
