While conducting investigations into terrorism and other related crimes, intelligence analysts incidentally capture conversations about parties not subject to the search warrant. The identities of individuals who are not under investigation are kept confidential, for legal and moral reasons.
There is, however, an important exception for US person information that (1) meets the statutory definition of “foreign intelligence,” (2) is necessary to understand foreign intelligence (as Kris highlighted on Tuesday), or (3) is evidence of a crime. US person information that falls into one of these buckets does not have to be masked. The law does not require that the USIC turn a blind eye, nor should it. The USIC can use and disseminate pursuant to the minimization procedures this “unminimized” information, including the identity of a US person, if the standard is met as to that information.
A caveat, of course, is that dissemination is only permitted to recipients who need that information in the performance of their official duties. The public disclosure of such information is a wholly separate issue, beyond the scope of this article.

Ms. Rice, I recall, made the tour of the Sunday TV talk shows to spread the lie--knowingly--that a video which mocked Mohammed had caused the attack on the compound in Benghazi in which the U.S. Ambassador and three other Americans were murdered. She is a damned liar, just like the un-American disgrace to the presidency she was working for. Statists like Rice, Obama, and Mrs. Clinton lie as regularly and as casually as most of us breathe.
Whether it was wrong depends, doesn't it, and what she did with the information. If the IC had concerns about Russia colluding with some members of the Trump team, what should Rice have done? Ignore the concerns, shut her eyes to any information that might confirm or rebut the concerns? The article said the reports were kept under VERY secure conditions, requiring anyone to see them to sign off on it.
It could be that what she did was wrong, but I haven't seen any information to demonstrate that yet.

It was incomplete, at least, which is what I said. Also the standard is not "under investigation" but "evidence of a crime." Someone "under investigation" would almost surely need their own warrant to legally collect the calls. Admittedly "under investigation" versus "evidence of a crime" is similar, but the big deal is appropriate officials with a need to know can certainly get, e.g., a conversation about Flynn talking with the Russian ambassador about sanctions and know that it's Flynn on the other side - Rice as acting NSA would need to or COULD legally know what the Russians are telling Flynn about our reaction and the Russian response, and what Flynn is telling them. That is just NOT illegal. Leaking it was but not the unmasking of Flynn.

Trump supporters sure are putting a lot of effort into convincing everyone that Trump is under investigation for multiple crimes.
OR, it's becoming obvious that the Obama regime spied on the Trump Campaign.
Looks like Susan Rice the 2nd Liar-in-Chief, probably did it. So I guess Trump didn't lie about being wiretapped.
