The chart in your link (12-mo avg net oil imports) shows a steady decline of net imports since 2005 and suddenly in Jan of 2021 the graph is heading the other direction. That seems to coincide with Joe Brandon taking office and declaring that fossil fuels are dead. He backed up that smack talk with a flurry of EO's on Day One to shut down US oil production and threaten anyone who disagreed. What company wants to invest in hedging their bets against that attitude?

As all of us recall, one of Biden's first acts upon entering the Oval Office was to "pause new oil and natural gas leases on public lands or in offshore waters pending completion of a comprehensive review." Thirteen states sued to stop this executive order. In June 2021, the Louisiana District court issued a nationwide injunction invalidating this moratorium on the grounds that the executive office lacked the power to take such a step.
Rather than lifting the executive order, the administration simply ignored the court's ruling.

In about May of 2020 the US oil industry could not compete because of the Saudi /Russian price war where the price of oil got down where it was selling in the Minus region....until Joe Brandon.
