Apparently you're unaware of what the Census does, which is count people, hopefully all of the people in the U.S. at that time. That count also includes a lot of demographic data that's useful for all kinds of research/business/government purposes, but the primary purpose is that count.
It has nothing whatsoever to do with voting.

In the first place, the Census Dept sends out OTHER surveys that include the citizenship question. Has no place on the actual Census form other than as a means of promoting an undercount of the total number of souls in various districts.
In the second place, the question had nothing to do with voting. Here, let me ask a response question, how does the question relate to citizens voting. Oh I know, you found those 3 million alien voters Trump has been yammering about since 2016. Ah-huh. Sure you did.

The problem of course is someone here illegally won't fill out the census, or if they do has a powerful incentive to lie, since those forms are tied to named at specific addresses, and people (understandably) don't trust the Trump administration to keep the information confidential despite laws requiring it.
The Census estimated adding the question would undercount roughly 6.5 million people, which is of course the point, an intended feature, of adding the question to a process that's main job is to count people.
