The contents of the files. It looks as if anything that reflects badly on Clinton and other Democrats includes trump as well.

Why did Trump promise repeatedly during the campaign to release the files and then decide not to?

I do believe that to be based on lack of evidense before the outcome of a probe by the Congressional Oversight Committee has has a chance to discover the findings in the hundreds of hours of videotape Epstein recorded using hidden cameras.
