Exactly. If you're going to take out a dictator, then you have to consider who will take over after you're gone, and just how long and how much effort it will really take to establish a peaceful nation afterward and whether you have the will to pay the price.
And what exactly you are going to set up. You will be the one that determines what happens next. You have that responsibility. You should never expect the locals to know what to do themselves.
You should explain to the world, especially the enemy and your administration what it is you are trying to do.
Then the hard part; The first casualty of battle is the plan. You still need one before you start because you will need everyone to understand how you are changing the plan. If there was never one to begin with it will always be chaos.
