Beats me. I drove the 101 and 405 for nearly 20 years and at least one day a month was a complete stoppage for at least 30-45 minutes. It got old and being tired of traffic factored into my leaving LA in some small part. I've been unlucky also to have 3 8hr+ freeway blocks in CA (Only one of those was in LA).I drove the freeways for almost twenty years and never came across a closed freeway or one down to one lane. Not once.
