It had no chance of success. But it became a cause célèbre for the hard right and obscured all the work we had done to investigate and highlight problems with the law.”

Isn't this ironic, don't you think?
 
I think that's part of why they did it. Honestly, in my opinion, if the Right really knew the ACA was going to be so bad I think they would let it happen. Then later they could say "told you so", and be the heroes and repeal it. I think the amount of fear they have with it getting implemented shows they're thinking "This thing just might work, and we can't let that happen.".
 
They wouldn't cover the glitches even without the shutdown.
