nah, i'd say just start fining the stores per militantly maskless individual, along with the militantly maskless individuals. the problem will solve itself in one of a couple ways. either the militantly maskless will run out of money first, or the stores that cater to them will. this would only require secret shoppers, who are already secretly shopping. they all have photo capable cell phones, so there are no front end costs.
