Theres two ways to end the illegal drug trade. Pick one, if you seriously want to end it.
1- End the demand for illegal drugs.
2- Make the drugs legal.

Or just pour good money after bad down the same deep hole. Drug prohibition after all is a lucrative industry that employs tens of thousands, hundreds of thousands maybe counting the prison industry.
