Senate Blocks Voet on Cut Cap and Balance

The Senate voted today to block the House-passed “Cut, Cap and Balance” legislation from even being brought to a vote on passage. A procedural motion to “table” a “motion to proceed” on the measure passed 51 to 46 on party lines.

Reps. Tim Huelskamp (R., Kan.) and Jeff Duncan (R., S.C.) led a delegation of roughly a dozen House Republican freshman to the Senate floor to observe the proceedings during the vote.

Senate Majority Leader Harry Reid (D., Nev.) said Thursday it would be a “waste of the Senate’s time” to debate the measure any further, adding that he thought the bill was “perhaps some of the worst legislation in the history of this country.” Reid had initially schedule the vote for Saturday, but decided to move it up at the last minute.

“Senator Reid’s scramble to vote on this bill a day earlier than previously announced shows that Cut, Cap, and Balance is quickly gaining momentum,” said Rep. Jim Jordan (R., Ohio), chairman of the Republican Study Committee, which was largely responsible for drafting the legislation. “Senate Democrats should stop hiding behind a procedural vote to block a plan with two-to-one support from the American public. So long as it has the support of the American people, Cut, Cap, and Balance remains very much alive.”...

Because the package under discussion includes tax increases as well as spending cuts, Reid claimed, and due to the Constitutional requirement that all revenue bills originate in the lower chamber, “the path to avert default now runs first to the House of Representatives…We in the Senate must wait for them.”

That, of course, is complete BS, I am willing to bet that 85-90% of Americans never heard of it. Polls only measure the opinions of people who are interested in the subject.

That's very consistent with the other two polls I saw.

On its own the balanced budget amendment polls as high as 85%.

This wasn't about passing legislation, it was about getting a recorded vote.

If Dem's don't like reps plan where is theres? When they were supposed to pass a budget they punted and now have the nerve to throw rocks from the sidelines at Reps plan, amazing and sickening as are people who defend them.As usually libs are far better at trashing other ideas than they are at coming up with any ideas of your own. Maybe they don't have any?

That would be Jason Chaffetz, member of the House from Utah. And no, it’s not a “good sign” for CCB proponents; it’s not any kind of sign at all. Tabling is a normal way to kill things in the Senate. Chaffetz might want to learn that, since he happens to be running for the Senate. He is talking nonsense here (as Weigel explains in his post). Then the house should have taken the initiative and passed something that would have gotten through the senate and not pass something that was ideological.

The House is supposed to pass what it wants to do, the Senate is supposed to pass what it wants to do, they are supposed to send it to conference committee, it goes back to the respective chambers, and then if it passes to the President. It is not the responsibility of the House of Representatives to lead the nation - that is the executives' job. The responsibility of the House is to generate a budget and in this case to generate legislation to raise the debt ceiling, and they have done so. It is also their responsibility to keep campaign promises - and this was one.

This poll shows a back lash against republicans.. A well diserved back lash!! More people blame republicans for the current crisis.. More people believe that republicans are not acting responsibly.. 87% do not want cuts made to medicare..

84% do not want cuts made to Social security..

73% do want to increase taxes on oil companies and ending subsidies..

73% want an increase in taxes in everyone making $250k or more a year..

It's worth pointing out that "cut, cap, and balance" did NOT raise the debt ceiling. So it's not a solution at all. Not just in my subjective opinion that it's inadequate...but in the factual sense, as it doesn't address the immediate problem (i.e. the debt ceiling) at all.

I highly doubt that 2/3 of Americans have the foggiest idea of what "cut, cap, and balance" even means, much less given any thought to the economic ramifications of it. CNN and US News seem to assume that just because everyone in their office follows the minutiae of daily congressional dramas, that everyone in the country must be doing so too. :roll:
